Workers Bill of Rights

A 21st Century Economic Fairness Plan for Working Americans

For decades productivity has gone up, corporate profits have gone up,

& executive pay has exploded,

while workers struggle to afford

housing, childcare, healthcare, groceries, & retirement.

The USA was built by workers, not billionaires alone.

A modern economy must protect the people who actually keep it running.

our Workers Bill of Rights guarantees dignity, fair pay,

workplace democracy, & protection from

exploitation in both the traditional & AI driven economy.

1. Living Wage & Equal Pay

Every worker deserves a wage that covers the real cost of living.

Establish a federal living wage indexed to regional cost of living & inflation.

Wages automatically adjust yearly based on inflation & local economic conditions.

Equal pay protections regardless of race, gender, age, disability, religion, or identity.

Eliminate loopholes allowing subminimum wages for tipped workers or disabled workers.

Require salary transparency in all job postings.

No one working full time should live in poverty.

2. Fair Executive Pay & Shared Prosperity

Workers create corporate wealth and deserve to share in it.

Executive compensation cannot exceed four times

the annual compensation growth of the company’s lowest-paid workers unless:

all employees receive wage increases,

profit sharing bonuses are distributed,

layoffs are prohibited that fiscal year.

Companies receiving federal contracts or subsidies must disclose executive to worker pay ratios publicly.

Mandatory annual labor bonuses when corporations report record profits.

Tax penalties for corporations with extreme pay disparities.

Corporate success should raise living standards for workers, not only shareholders and executives.

3. The Right to Unionize & Organize

Workers deserve a voice in the workplace without fear or intimidation.

Repeal so called “Right to Work” laws nationwide.

Ban union busting tactics, captive audience meetings, retaliation, surveillance, & intimidation.

Automatic union recognition when a majority of workers sign authorization cards.

Require neutral third party mediation during labor disputes.

Guarantee collective bargaining rights for gig workers, contractors, farmworkers, & domestic workers.

Companies with 300+ employees must provide clear & unobstructed union election access.

Research consistently shows union workers receive higher wages,
stronger benefits, & safer working conditions.

4. Guaranteed Paid Leave & home Time

U.S. Citizens deserve time to live: not just work.

Universal paid family leave for births, adoption, caregiving, and emergencies.

Paid short term & long term medical leave.

Guaranteed paid sick leave.

A minimum of eight weeks paid vacation annually.

Four day workweek incentives without loss of pay where productivity allows.

Predictable scheduling protections for hourly workers.

Overtime protections strengthened & expanded.

The United States is one of the only wealthy nations without guaranteed paid leave protections.

5. Free Career Development, Trade Training, & Education

Education should create opportunity not lifelong debt.

Tuition free community college, University, trade school, apprenticeships, & certification programs.

Employers above a certain size must contribute to workforce education funds.

Paid apprenticeship pathways in manufacturing, clean energy, healthcare, agriculture, infrastructure, & technology.

Student debt forgiveness programs tied to public service & essential industries.

Guaranteed retraining programs for workers displaced by automation or outsourcing.

A modern economy requires lifelong learning opportunities accessible to everyone.

6. Human Oversight Over Artificial Intelligence

Technology must serve humanity not replace accountability.

Ban fully automated hiring, firing, scheduling, disciplinary action, or wage decisions without human review.

Workers have the right to know when AI systems are monitoring or evaluating them.

Employees can appeal any AI assisted workplace decision to a human reviewer.

Corporations must disclose how workplace algorithms affect pay, scheduling, productivity quotas, & discipline.

Growing concerns over “algorithmic bosses” & hidden AI systems have led labor groups nationwide to demand transparency and accountability. we will enforce that.

7. Protect Human Labor from AI Replacement

Some professions require human judgment, empathy, ethics, & accountability.

AI may assist workers, but it must not fully replace people in essential public-facing professions including:

Healthcare

Education

Law

Law enforcement

Social work

Housing assistance

Financial advising

Creative arts & music

Human oversight must remain legally required in these industries.

If AI increases productivity, workers should benefit through shorter workweeks & higher wages,

not mass layoffs.

8. Fair Hiring & Workplace Equality

Employment opportunities must be based on ability & merit.

Ban discrimination in hiring, promotion, housing related employment, & workplace practices.

Expand protections for disabled workers & caregivers.

Strengthen enforcement against age discrimination.

Ban retaliation against whistleblowers.

Require accessible workplaces & accommodations.

Equal opportunity must be real, enforceable, & universal.

9. Safe Workplaces Free from Harassment & Violence

Every worker deserves safety & dignity on the job.

Zero tolerance for workplace harassment, abuse, assault, & discrimination.

Stronger OSHA protections & penalties for unsafe workplaces.

Heat protections for outdoor workers.

Mental health protections in high stress industries.

Violence prevention standards for hospitals, schools, retail, & public-facing jobs.

Workers have the right to refuse unsafe working conditions without retaliation.

The right to come home safely at the end of the day is fundamental.

10. Just Cause Employment Protections

Workers should not be fired without legitimate reason.

End at will employment.

Employers must provide documented “just cause” for termination.

Workers have the right to appeal firings through independent labor review boards.

Advance notice required for layoffs & restructuring.

11. Portable Benefits for Modern Workers

Benefits should follow workers across jobs & careers.

Universal portable healthcare & retirement systems.

Gig workers & freelancers receive prorated benefits.

Retirement accounts automatically travel with workers between employers.

12. Worker Representation in Corporate Governance

Workers deserve a seat at the table.

Large corporations must reserve board seats for worker elected representatives.

Major layoffs, outsourcing, or automation decisions require worker consultation.

Employees gain profit-sharing & ownership opportunities.

13. Housing & Transportation Protections for Workers

No worker should spend most of their paycheck just surviving.

Expand affordable housing construction.

Protect workers from corporate rent price gouging.

Invest in rural transportation & public transit.

Tax incentives for employers providing childcare & transportation assistance.

our Workers Bill of Rights is about rebuilding the social contract in America.

If workers create the wealth, workers deserve:

fair pay,

safe conditions,

time with family,

protection from exploitation,

& a real voice in the economy.

The future of work should not

belong only to

corporations & artificial intelligence.

It should belong to the people.
